2000年之后，中国统计系统正在酝酿一场雷厉风行的数字打假风暴。先前的雷声滚滚，已变成雨声阵阵。统计人员“不容数字作假”的声音在四处回荡。在地方，统计部门已不再是地方官员手中可以随便把玩的泥团，统计数字也不再是企事业单位可以任意勾兑的酒水。从行政处罚到对簿公堂，诞生已经20多年的《统计法》得到了空前的尊重。
自从启动统计法修改程序之后 , 人们对统计代理制给予了更多的关注。什么是统计代理制？为什么要推行统计代理制？完善统计代理制，政府统计部门应负什么责任？笔者在此仅做一些探讨。
本文从查处的一个案例来得出三个启示。统计监督检查，只要组织得当，是弘扬统计法律法规和方法制度的好形式、好手段、好方法，是树立《统计法》权威的有效途径；《统计法》规定的调查对象，不都是“老虎屁股——摸不得”；在监督检查中，要抓住重点，选准突破口，达到查处一个教育一片的目的。
