摘要：本文分析了技术创新从渐进性创新向突破性创新转变的历史趋势，指出突破性创新是后发国家、企业实现经济赶超与跨越的根本途径，在对国内外突破性创新定义综述与渐进性创新与突破性创新比较的基础上，给出了突破性创新的根本特点，做为进行突破性创新识别与管理的基础。关键词：突破性创新，渐进性创新

《住房政策的国际经验比较与借鉴》课题是中国社会科学院青年科研启动基金项目。主持人是尹中立博士。
住房政策不仅事关全体国民的自身利益，而且关系到国民经济的健康发展和社会的稳定。我国正处于一个特殊的经济发展阶段，一方面是人口的加速城市化，另一方面是住房改革的市场化。二者共同作用的结果是城市住房问题矛盾非常突出。借鉴国外的经验，制订正确的住房政策是当务之急。
